If your ISP blocks it then try using this free proxy website http://www.petitiononline.com/cu5t0m/petition.html Just type the addess into the bar provided and it should circumvent your ISP's block list. Btw you might also be interested in changing your DNS from your ISP's as this is often the most common way they use to block websites.
