As for quotes most of my favorite Wilde ones come from the Importance of Being Earnest. I had to search online for the exact wording of course. Oh! it is absurd to have a hard and fast rule about what one should read and what one shouldn't. More than half of modern culture depends on what one shouldn't read. I see what he's saying, that those who don't achieve their goals will constantly have ambitions as a way to excuse their failures but those who eventually do succeed usually have ambitions before they achieved them. I suppose "last refuge" is the key part of the quote as it suggests when someone has failed utterly and has no chance of success then all they have left is ambition.
